The Syrian Saudi Business Council was established as a permanent institutional platform bringing together business leaders, investors, and economic institutions from the Syrian Arab Republic and the Kingdom of Saudi Arabia to strengthen economic partnerships, develop investment opportunities, and advance economic and investment integration between both countries. The Council works to foster a more connected and investment-ready environment by linking investors, institutions, and strategic opportunities within a structured framework that supports economic recovery, sustainable development, and regional economic integration.

Implementation Phases

A staged programme, 2026–2030

The Council's mandate is sequenced across three phases, each with defined objectives, instruments and milestones.

Phase 1 • 2026–2027

01. Trust Building

This phase focuses on launching the institutional platform and activating a limited number of low-risk, high-impact projects, aiming to build trust, test operational efficiency, and establish governance and monitoring mechanisms.

Phase 2 • 2028–2029

02. Structured Expansion

This phase aims to expand the project portfolio, deepen value chains within priority sectors, and attract larger-scale investments, building on accumulated experience and early successes.

Phase 3 • 2030

03. Regional Integration

The final phase seeks to position Syria within regional supply chains and strengthen sustainable bilateral economic integration, establishing the Council as a long-term platform beyond the transition phase.
